Libra 2004: U.N.: Shamballa, Hierarchy, Humanity.

Libra and the United Nations
The ingress of Jupiter into Libra (2004) is a cycle which occurs every twelve years. Ingress horoscopes can tell us much about certain trends associated with a planetary influence for the duration of its impending cycle.
The fact that this ingress coincided with the yearly ingress of the Sun into Libra is most potent, owing to the fact that these two orbs are co-rulers of the second ray of Love-Wisdom.
Jupiter is associated with universal laws and principles through which humanity contact and codify their lives. Libra is associated with the law, fairness and justice, hence the combination of Jupiter in Libra will have a beneficial influence and mark a great opportunity for the year that Jupiter transits this sign.
This is also a critical year for the United Nations, reformulating its Security Council structure during a time when two major astrological events are occurring its Saturn Return and Jupiter Return. The U.N. has several planets in Libra, including Jupiter.
The Jupiter into Libra ingress chart also has Mars and Mercury in Virgo conjoining Sun and Jupiter in Libra, offering intelligent and dynamically discriminating mental forces. These will be sorely needed for the thrashing out and reasoning of a fairer Security Council system in the U.N.
Also prominent in the ingress chart is the conjunction of Moon and Neptune in Aquarius, indicating the spiritual idealism of humanity and the sacrificing, serving nature of the Water-Bearer. From one perspective, the U.N. is the World Server in Aquarius.
Moon and Neptune rule the Cancer Ascendant for a chart cast in New York (also ruled by Cancer), the major planetary chakra for the Western hemisphere. Cancer rising has the potential therefore, to birth and nurture these spiritual ideals. Uranus, dispositor of the Aquarian placements, sits in Pisces, culminating at the midheaven and exerting its powerful influence over the whole chart.
Pisces is amongst other things, a sign of bondage and imprisonment, so Uranus’ passage through this sign in the next several years should impart its liberating effect as we transit this cusp era between the Age of Pisces and the Age of Aquarius. A reminder that we have currently a mutual reception where the rulers of the respective Pisces and Aquarian ages (Neptune and Uranus) currently tenant each others signs.
The so-called “Avatar of Synthesis” is also another consideration – a being who can work through the United Nations:
As you are well aware, human history has been essentially the history of great spiritual Messengers Who, from time to time, in the hours of human crisis, have come forth from the secret place of the Most High to aid, inspire, reveal, lead and direct the Avatar of Synthesis. This Being is closely related to the Will Aspect of divinity … He works under the great natural Law of Synthesis, producing at-one-ment, unification and fusion. His potency works in three fields of activity at this time:
a. Within the spiritual Hierarchy itself, revealing the nature of the divine will-to-good.
b. Within the Assembly of the United Nations, though not within the Security Council; He is there generating a slowly growing will-to-unity.
c. Within the masses of men everywhere, fostering the urge to a general betterment.
“He can only channel His energies through the mass consciousness or through a group conscious entity, such as the Hierarchy, the United Nations or Humanity. The focal point of His effort and the Agent through which distribution of His energy can be made is the New Group of World Servers; this group is uniquely related to this Avatar of Synthesis.” 1
As (aspiring) members of the New Group of World Servers we can certainly lend our support to this group conscious entity, the United Nations, through group meditation at the full moon and the use of the Great Invocation.
The Avatar of Synthesis appeared on the scene at that momentous period in April 1945 when the Great Invocation was given by Lord Maitreya to humanity as ultimately, a mantra of liberation. It was a week later in April 1945 that the first meeting was held that officially convened the United Nations. At the Wesak full moon in the following month, the Hierarchy including the Buddha, poured their forces into the meeting of delegates responsible for forming the U.N., and by October 1945 the U.N. had been birthed.2
So now the United Nations is in its second Saturn return which will last until about June 2005. Within this window of opportunity, the U.N. will also go through its Jupiter return, with three major hits to natal Jupiter starting in November 2004 and completing in July 2005.
Hence we have a nine month gestation period wherein a U.N. perestroika can take place. Jupiter in Libra is most complementary to Saturn as this latter planet is exalted in Libra, representing the judicial mind. Essentially the combination of these two planetary returns will give the inspiration and expansiveness of thought (Jupiter) to bring in new laws (Saturn) that can be consolidated into a new working structure (Saturn in Cancer). At least this is the potential whether it can be achieved remains to be seen. A reminder of what The Tibetan says about Saturn in Cancer:
“The power of Saturn in this sign furthers the ends and purposes of the governing energies or rays of harmony through conflicts (the Moon and Mercury) and of Neptune, for in this sign Saturn is in the home of its detriment and thus produces those difficult conditions and situations which will lead to the needed struggle. This makes Cancer a place of symbolic imprisonment and emphasises the pains and penalties of wrong orientation.
It is the conflict of the soul with its environment consciously or unconsciously carried on which leads to the penalties of incarnation and which provides those conditions of suffering which the soul has willingly undertaken when with open eyes and clear vision the soul chose the path of earth life with all its consequent sacrifices and pains, in order to salvage the lives with which it had an affinity.”3
In the U.N. chart for October, Mars is also in Cancer, conjunct Saturn. Mars is the ruler of the sixth ray of Devotion and Idealism and governs the solar plexus centre, the chakra associated with the emotional body. Cancer is the sign of feeling, hence Mars placed here can be extraordinarily sensitive or emotionally reactive.
At a personality level, a Saturn-Mars conjunction in Cancer can be enormously frustrating in terms of the free expression of the feelings. In this sign Saturn is in detriment and Mars falls. Hence this conjunction is most poignant, representing collectively all that is unredeemed or “unsalvaged” in Humanity, as well as the Harmony through Conflict that we endure under the Fourth Ray. There is a continual harmonising of the pairs of opposites as we spiral up the evolutionary ladder from the gross to eventually the most refined.
Herein lies the hope of this second Saturn return in this still very young entity: To bring in new laws and restructuring that not only better represent the nations of Earth but are also reflective of the macrocosm Shamballa and Hierarchy. The Security Council should ultimately reflect the Council of Shamballa and it is interesting that one proposal posits a membership of twenty-four, the sacred number of Shamballa.4 It has also been suggested that the Security Council be three-tiered, which reflects the three major planetary centres Shamballa, Hierarchy and Humanity. At present the U.N. has three major departments that correspond to these planetary centres:
1. (Shamballa) The Security Council – eleven members. Five of these are permanent (USA, USSR, GB, China, France). The General Assembly appoints another six members who are non-permanent members. The Security Council is given the primary task by the United Nations of maintaining peace and security at an international level. Each member of the Security Council is given one vote and a vote of seven members is needed for action to be taken. All five permanent members have to agree with the course of action. The Security Council can recommend the use of a blockade or other financial impositions for any nation that is deemed as breaking international law. If these do not work, then the Security Council can call on the United Nations to use military force to enforce its will. This is the major difference to the League of Nations the United Nations has the ability to enforce its decisions as each member state has to pledge to provide a military component dependent on its national wealth and capability.
2. (Hierarchy) The General Assembly has the brief to discuss and decide on issues of international peace and security. All members of the United Nations are represented in the General Assembly. It can make recommendations to promote international peace; international economic and social co-operation and it can promote human rights. The General Assembly is expected to meet on a regular basis and when a vote is taken it needs a two-thirds majority for it to be passed.
3. (Humanity) The Economic and Social Council‘s main task is to promote and improve the economic and social well-being of those living in the member states. This council deals with human rights and seeks to develop a greater understanding of cultures throughout the world. An improvement in world health is also in its remit. Article 57 gives a clear indication of the areas this council covers: health, education, economic, social and cultural issues and the promotion of the position of women in the world. Each member of the Council has one vote.
Of course there are the very Libran International Court of Justice and other bodies, but these are the three main ones. Another very Libran signature is the fact that although the U.N. Sun is in Scorpio, it resides in the Libran seventh house. So combined with four planets in Libra, the exoteric U.N. chart is extremely Libran!
A key issue for Libra is about making a decisions and one of the most maddening things about Librans is their proclivity for procrastination! Sound familiar in the U.N.? – endless consensus and talkfests but no decisiveness or action. Hopefully the Decision Initiation taken by the Masters in 2001 (conditioning the next 49 year cycle), will help bring into alignment a greater decisiveness. Yet that can only happen if the toothless tiger of the Security Council can be expanded to be truly representative of the Earth’s nations.
One thing is certain, that if the Security Council has a parallel with Shamballa, then the first ray of Will or Power is certainly making itself felt and that it is now more timely than ever that changes be bought about accordingly.
